How did they get it titled in Cali if it is truly a EURO bike, as it wouldn't be emissions compliant.

From the Cali DMV:
Motorcycles, off-highway vehicles, and diesel-powered vehicles cannot be converted to California emissions standards at this time. Therefore, they cannot be registered in California unless they were originally manufactured to meet U.S. and California emissions standards.

This may surely limit buyers........ to out of state buyers only.

The skimpy description suggests that the person selling the bike has never ridden it, which makes me wonder what surprises await the buyer. Maybe I'm just being an Eeyore.

Also, the BIN is 2300, 1900 is the minimum bid.

A title is a proof of legal ownership, a verification of the moto's serial number and model, and a means of transferring ownership. It doesn't establish permission to operate the vehicle on public highways. People in California can buy a moto like this but they can only  flip it to somebody else or ride it in their dooryards. :giggles.
