Lever angle adjustment?

How do you change the angle on the clutch lever and brake lever perches?
This is my first non-Japanese bike, which seem to always use two Phillips head bolts to pinch the corresponding other half with threads on to the bars.
I noticed one Phillips screw underneath, but loosening it, and giving the perch a bump with my hand did not show any sign of movement.
I did not go after it with the mallet or dead blow, because I don't want to replace perch assemblies.

On the underside you have a 5 or 6 mm allen head screw with the head pointing forward, on both sides.

I seem to recall that the combination switches cover the pinch bolts.  Remove the switch and it will be at the bottom of the perch
